Hudson Yards Gen Par, LLC (the applicant) seeks a State Facility Air Permit from the New York State Department of Environmental Conservation (DEC) for the operation of a combined heat and power (CHP) plant to be located in the Retail Podium Building (20 Hudson Yards), as well as related boiler plant and emergency generator equipment (the “proposed project”) at various locations throughout the overall project site, in conjunction with the previously approved Hudson Yards Rezoning, Caemmerer Yard (Subarea A1). In accordance with Commissioner Policy-29 Environmental Justice and Permitting (CP-29), as part of the environmental permit review process, DEC requires the permit applicant to develop and execute a Public Participation Plan (PPP) targeting the local community, and conduct outreach, including establishing Document Repositories to make information about the project and permit application available to the public for review. A PPP has been developed as part of the 20 Hudson Yards facility permitting application; this webpage is a component of the public outreach effort described in the PPP.
